3.1 | RSPCA Australia supports the development of compulsory nationally uniform minimum standards for the welfare of all animal species used, managed or controlled by humans. These should be supplemented where appropriate with best welfare practice guidelines. |
3.2 | The development process must be overseen by an independent government body and based on relevant contemporary scientific evidence, community expectations, and clear and consistent ethical principle. Stakeholder input from industry, government, animal welfare organisations, independent veterinarians, and the general public must be given fair and balanced consideration. Draft documents must be made available for public consultation with sufficient time for feedback prior to being finalised and final decision-making processes must be transparent and evidence-based. |
3.3 | RSPCA Australia advocates for all minimum animal welfare standards developed through this process to be regulated and enforced under the relevant state, territory, or federal animal welfare legislation. |
